Thanks to Mayor Palmer's transparent executive management of Willow Park, we now have a list of the salaries and benefits of employees of the three Enterprise Accounts - Water, Wastewater, and Drainage. City Administrator Bryan Grimes did a great job of discussing these salary numbers and how they fit into the three Enterprise Accounts. Details in linked blog.

Although Willow Park is just finishing it's own Waste Water Treatment Plant, most Willow Park Citizens depend on Forth Worth for our drinking water and all Citizens depend on Forth Worth for our air quality. Willow Park Public Works Department, which includes Willow Park Wastewater and the WWPT, submitted their Quarterly Update to the City during the 25 February 2025 Council Meeting. Progress on the new WWTP continues to be made. The Plant’s basins have been fully poured, the catwalk and the railing have been installed. Details in linked blog.

• Background:
In August of 2023 [1], NewGen Strategies and Solutions proposed a plan to maintain the water fund and allow the wastewater fund to become independent of the water fund within 3 years.
Year 1 of that plan was implemented for FY 2023-2024 with an increase in wastewater rates to both residential and commercial, and by establishing a multi-family wastewater rate.
Year 2, which is proposed to be implemented for this next fiscal year (2024-2025) includes increases in the
• water volumetric charge,
• increases in both the wastewater base and volumetric charge, as well as
• an increase in the multi-family wastewater fee.

Agenda Item 3 to consider all matters incident and related to the issuance and sale of "City of Willow Park, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2024" including the adoption of an ordinance authorizing the issuance of such certificates in the amount not to exceed $4,000,000 to finance costs of paying contractual obligations to be incurred for (i) constructing, acquiring, purchasing, renovating, enlarging, equipping, and improving wastewater system properties or facilities, [WWTP] including the acquisition of land and rights-of-way therefor, and (ii) professional services rendered in connection with such projects and the financing thereof.
